Land use consent was obtained in late 2016 on behalf of Kowhai Falls Limited for a large format retail centre on the currently vacant land adjacent to Mitre 10 Mega in Woodcocks Road, Warkworth. Once constructed, the retail centre will comprise 24 large format retail units (with floor areas measuring between 403m2 and 1,016m2) along the perimeter of the site, and a central hub of 7 restaurant and café units.

The site has been earmarked for a retail centre for the past ten years, and has been the subject of a number of proposals under the (now superseded) Rodney District Plan. Terra Nova Planning achieved the appropriate zoning for large format retail at that time for Perrendale Holdings. Development was subject to a variety of specific design elements and features, required by an overlay applied to the site with the intention of achieving a vernacular rural small town feel.

However, since the zoning was achieved the character of Warkworth has changed - and will change dramatically in the near future - with significant population growth and infrastructure development identified in the Auckland Plan which identifies Warkworth as a ‘satellite’ town with up to 20,000 people. The Unitary Plan has carried this on with extensive additional urban zoning.

The resulting design and layout of the centre is generally consistent with the design elements and features set out in previous proposals for the site, however variations to previous development concept plans were made to reflect the contemporary urbanisation of the area, and the need for additional large format retail to meet retail demand.

The large format retail centre will add to and complement the Warkworth Town Centre and The Grange retail hub; all needed to meet existing and future retail demand from the larger Warkworth and surrounding area catchment.
